PURPOSE OF CONTINENTAL CONGRESS

The purpose of Continental Congress 2009 is to determine a legal and peaceful means to stop the violations of The Constitution of The United States of America and to restore Constitutional governance.

FORMAT OF CONTINENTAL CONGRESS

Continental Congress 2009 will take place from November 11-22, 2009, at the Pheasant Run Conference Center in St. Charles, Illinois.

There will be an Opening Ceremony and Banquet on Wednesday, November11th.

The Congress will convene on November 11th and continue through  Saturday evening, November 21, 2009 with check-out on Sunday, November 22, 2009.  There will be a closing ceremony for delegates, faculty and staff on Saturday , November 21.

All proceedings will be broadcast via worldwide web stream.

We hope to have summary updates given in the morning and evening of each days’ deliberations for viewers.

There will be fifty-one tables, one for each state and The District of Columbia, in the meeting room.   Each table will provide space for three delegates from that state.  If there is enough interest from state legislators to observe, there will be mirror tables behind the delegate tables for each state to provide seats for legislators.  There will be a galley for registered media to observe as well as an area for interviews.

All states will meet together in the same room.  The meetings will alternate between delegate deliberations and briefs by Constitutional experts on the provisions, mandates and restrictions of each area of the Constitution.   There will be breakout meetings as deemed necessary to accomplish the agenda and as decided by the delegates.

There will be a Congress chair, vice-chair, and sergeant in arms.

Congress delegates will agree on a set of rules and policies guiding the sessions.

There will be a parliamentarian and a stenographer who will record all sessions.

Time limits, daily agendas and schedules are to be determined.   The group will be kept on a schedule for deliberations, briefs and discussion, with ample time provided to consider recommendations, actions and outcomes.

THE BROAD AGENDA

Specifically, the delegates will consider:

  • The framework, content and meaning of the Constitution as originally intended;
  • The provisions provided for The People to hold the government accountable to the Constitution;
  • Violations to the Constitution and their devastating impacts on America and her people and resources;
  • The Record of Petitions for Redress, (over fourteen years), directed to federal and state government for violations to the Constitution and government’s response;
  • The Vision for America if we followed it – what would our Nation/life be like if we were wholly obedient to the Guarantees of the Constitution rather than the whims and assurances of elected officials;
  • A template for transition to Constitutional governance in America;
  • Peaceful and legal means through which a critical mass of The People can
  • push back and stop the violations and restore Constitutional obedience in America.
  • The upcoming Continental Congress is being called by The People, not to amend our Constitution, but to defend the one we now have.  This is not a Constitutional Convention.

OUTCOMES OF CONTINENTAL CONGRESS 2009

The outcomes of Continental Congress 2009 will be determined by the delegates at the time of the meetings.   There is to be no attempt to influence the outcome nor to pre-empt what must be a fair and honest deliberation of The People at the time of the Assembly.

We concur with the views of Dr. Edwin Vieira, first presented at the May 21-22, 2009 at Jekyll Island Club with regard to CC2009:

From Dr. Edwin Vieira JIP Memo - 20 May 2009

“The delegates must be open to a full, fair, and frank discussion of all credible points of view, with the goal of creating a documentary and testimonial record of indisputable facts from which to draw legal conclusions and upon the basis of which to propose responsible courses of political action. The delegates should be bound by no rigid prior agenda that they must follow, no preconceived conclusions to which they must agree, and no unalterable plans for future actions that they must adopt.  All decisions of the “Continental Congress” as a whole must be made by open and recorded roll-call votes.”

America’s Constitutional Divide PDF  | Print |  E-mail

by Robert L. Schulz, Chairman

There is a growing “Constitutional Divide” in America.

On one side there are the “defenders,” people who have educated themselves and understand the power of the Constitution as a set of principles to govern the government; a shield between the people and tyrannical despotism; a document The People must defend, as it cannot defend itself; that must be construed in its entirety, its provisions inextricably intertwined.  It is therefore not a menu from which elected officials can pick and choose at whim.

Defenders are compelled to take action, as they know every violation of the Constitution further devastates our Nation, our people and our economy.

On the other side of the Constitutional Divide are the constitutionally illiterate, as well as officials who blatantly ignore its importance.

The Supreme Governing Law of America is our Constitution. The Oath of Office affirms this.  Do we call officials opposed to its enforcement “illiterates,” or do we refer to them as “traitors,” because of their treason to the Constitution?

Those who do not know or care about the Constitution are easily led to believe the government is omnipotent, and if any might disagree with its behavior their only option is to vote for someone else in the next election, as if we were a pure democracy rather than a Constitutional Republic.

The illiterate embrace these falsehoods even as their individual freedoms dwindle, a police state emerges, and government takes bread out of the mouths of labor and acts to enslave with debt the children of future generations.

A special threat is posed by our constitutionally-challenged journalists. We are witnessing a dangerous acceleration of the media's polarizing propagation of mis-information of extreme ideas, doctrines and principles that contravene America's Constitution and Founding Principles -- propaganda that serves to widen the Constitutional Divide.

A case in point: To gain support for his proposal to have the government become a provider of health care, an idea which has no authority under the Constitution, Mr. Obama spoke in New Hampshire (August 11th) and Arizona (August 17th). Amidst the citizens who gathered in these communities to exercise their 1st Amendment right to voice support and opposition, were those educated about the Constitution, some of whom were legally and openly carrying firearms. Their purpose was to give expression to the fact that constitutional violations are increasing in frequency and severity, and that these constitutional violations are threatening the public tranquility.

The media falsely reported their purpose was to intimidate those who disagreed with them, and proceeded to label them as “anti-government,” “far-right,” and “racist.”  A pattern of biased-opinion masquerading as fact emerged, which could only harden the frustration and resolve of the constitutional defenders, while adding to the ignorance of the illiterate.  To what end?

Only constitutionally-challenged journalists would equate “pro-constitution” with “anti-government and label as “far right” those who believe in the Constitution and its essential underlying principles.

As editors, producers and publishers continue to turn a blind eye and a deaf ear to the message of the constitutionalists (often ridiculing, mocking, taunting or laughing at them); they further prejudice and turn uneducated Americans against the interests of the Constitution and our Founding Principles, while firming the resolve of its defenders.

No matter how infringements upon our freedom have been clothed and justified through the deceptive dialects of government legislation, political correctness or the missives of constitutionally ignorant pundits who attempt to craft our collective reality; the Light of Liberty will not be dimmed easily.

On November 9, 2009, 153 people with a passion for the Constitution will convene Continental Congress 2009. They will methodically and factually document constitutional abuses and the government’s refusal to respond to First Amendment Petitions for Redress. They will propose specific non-violent, legal actions to remedy the grievances.

There are citizens from all walks of life (the majority of whom do not own guns), preparing for this national event which seeks to peacefully narrow America’s growing Constitutional Divide.  For more information please see www.givemeliberty.org or http://www.cc2009.us/about-cc2009/news-updates.

We The People Foundation for Constitutional Education (501 c3) educates The People about the Declaration of Independence, every provision of federal and state constitutions, the sovereignty of The People whose Will the constitutions are designed to express; and the government They are meant to control through their constitutions.

We The People Congress (501c4) consists of constitutional activists committed to "institutionalizing" citizen vigilance through civic education, monitoring of governments, and organizing grassroots programs of civic resistance to confront and repel tyranny.

Their collective Mission is to resurrect the long-forgotten the First Amendment "Capstone Right" found in the Bill of Rights, as an exercise of the People's natural Right to Sovereignty over their servant governments, believing it is the profound, peaceful and constitutional solution that will save the Republic and restore Constitutional Order in America.

ANNOUNCING CONTINENTAL CONGRESS 2009: THE NEXT APPROPRIATE STEP FOR A FREE PEOPLE

Statement by Robert L. Schulz – National Press Club – August 11, 2009

Good morning.

The Constitution of the United States of America is being violated.

For every violation, our people are being depraved and pauperized further and the very essence of the nature and spirit of our nation compromised.

Regardless of the assurances we are given, it is clear that the America intended by our founding fathers is now hanging by a thread.

Millions of Americans know there is something happening at this time that is very wrong.   More and more are raising their voices and demanding to be heard, but do not know what they can do to stop the wrongs that are taking place.  We want to give them hope through a solution today.

Many of us have spent years trying to get the government to stop its action when decisions made in haste or otherwise have no authority under the Constitution.

The people’s right to hold the government accountable is clearly stated in the first amendment.

Our motive has been pure and simple:  disregarding our declaration of independence, our Constitution and our bill of rights is not acceptable.

We have formally, legally, professionally, and peacefully petitioned the government in the wake of these violations, in an effort to stop the devastating effects each violation has on our people and our country.

The government’s answer has been silence.

Perhaps this has been because too few individuals have taken this course of action.

What is needed now is a critical mass of people who demand answers and who will stand together to protect and defend our Constitution and claim their right as freedom keepers to hold our elected officials accountable to their oath of office.

Who is going to defend our Constitution when it is violated?

No branch of the government is doing it. The corporations are not doing it.   It is up to the people.

For those who understand the framework and contents of the Constitution,  who can embrace the fullness of the gift given to each individual through our founding documents, we know the following:

The Constitution does not defend itself and it is not a menu from which to pick and choose at whim.

It has to be construed in its entirety.  All of its provisions are inextricably intertwined.

The Constitution was created to take us through any situation if only we would obey it.

It is only a piece of paper if we do not live it, uphold it and defend it.

Within its governing principles is the recipe for our people and our nation to prosper and flourish if only we would obey it.

If our people accept that our founding documents were given to us by the creator, through our founding fathers, and that these, the greatest governing documents ever given to mankind, hold the key to life, liberty and the pursuit of happiness for each individual, not only in America, but for millions beyond our shores,  what more do we need to know?

What personality, party or political figure is greater than this?

So today we bring a plan for the people, that is not political nor partisan. Its success and relevance do not rely on the electoral process or the approval of the government in any way.

It does not seek to change our Constitution, but to protect and uphold the one we have.
Through this plan, all Constitution-loving people in our country can come together and decide how we can restore our government and our nation, and to hold our government accountable.

From november 9-22, 2009, a Continental Congress, in the spirit of the Continental Congress held by our founding fathers in philadlephia in 1774, will be convened at the pheasant run conference center in st. Charles illinois.

This Continental Congress will be a national assembly of citizen-nominated and elected delegates representing the people of the fifty states and the district of columbia.

Those who attend will establish a formal historical record that documents, before a worldwide audience, a record of Constitutional violations which have taken place over many years, crossing all branches of government and both political parties, which are devastating America.

These delegates will collaborate, debate and develop real-world strategies and civic actions to restore Constitutional obedience.

The decision to organize cc2009 comes on the heels of more than fourteen years of petitioning the government for redress of repeated violations of the Constitution, by an increasing number of Americans who are demanding Constitutional accountability from their government officials at this time.

We the people foundation for Constitutional education has established a legal record of those violations and government’s refusal to respond when obligated to do so under the accountability clause of the first amendment – the people’s capstone right.

These formal legal documents in their fullness can be found at through our portal website at  www.givemeliberty.org

Volunteer groups in each state have been established to inform, encourage and coordinate citizen participation leading to this historic event.  Delegates will be elected from a a national pool of American citizens required to have a proven passion for the Constitution.  It is our hope that the delegate seats will be filled by “America’s best” as Constitutional scholars, authors, activists and champions of popular sovereignty.

Our citizens can now make nominations for delegates through special website pages dedicated to each state.  These can be found at www.givemeliberty.org or www.cc2009.us

Preparation is underway for a national delegate election day to take place on Saturday, October 10, 2009.  State coordinators and volunteer teams are in the process of identifying appropriate voting centers in all fifty states.  This election will be significant in its Constitutional validity, using visible and transparent vote counting, an effort we trust will restore electoral procedures that are Constitutional in nature and extent.

I repeat that Continental Congress 2009 is not a political or partisan event.  It is an opportunity for Americans to learn more about their Constitution; to be educated about its prohibitions, restrictions and mandates; to consider what America would be like if we followed it;  and to decide if that vision is important enough for the people to do what is necessary to embrace it.

Today, there are thousands of educational and civic-minded organizations who have been preparing templates for civic action.  Continental Congress can be the catalyst to bring everyone together so our voice will be heard at this defining moment in our history.

I therefore invite every American who loves our Constitution and believes in our founding documents as the supreme governing law in our land, to be part of this historical event.

Continental Congress 2009 will be a clear and strong record of the people, by the people and for the people – a means through which our country can be restored and achieve its destiny.

Another $245,000 Ensures First-Class, Live Webcast, Newsroom and Targeted Marketing

Americans who love their country and who have been aware of the grassroots call for a Continental Congress have elected Delegates to Continental Congress from nearly every State in the Union. Robust debate and inspiring advice has ensued at a frenzied pace amidst the Delegates. The Vision for CC2009 is being shaped by passionate patriots from Maine to Hawaii.

Budgeting, financing and contractual matters are now pre-occupying the management staff. Wealthy and not-so-wealthy are coming forward but we remain well short of initial fundraising objectives. Adjustments are underway. The over-all revised maximum budget for CC 2009 has been lowered from $2M to $650,000, which includes approximately $250,000 already expended.

The new $650,000 budget assumes both cost cutting and additional fund raising in the amount of $400,000. The $400,000 includes $155,000 for a “bare bones” program.

Citizens Rising in Defense of the Constitution PDF  | Print |  E-mail

Locals invited to become delegates, National Election Day October 10th

EVERY STATE, U.S.A., September 14, 2009 – Citizens fed up with constitutional violations causing devastation to the economy and the Nation, are stepping up to join constitutional activist Robert L. Schulz, Chairman of We The People Foundation for Constitutional Education, to prepare for a modern-day Continental Congress to take place November 8-22, 2009 at the Pheasant Run Conference Center in St. Charles, Illinois.  Continental Congress 2009 is not political or partisan and seeks to defend, not amend, the current Constitution.

Billed as the “next appropriate step for the free people of America,” planners hope the historic national assembly will inspire the critical mass necessary to restore constitutional governance. 153 citizen-nominated-and-elected Delegates – three from each state and Washington, D.C. -- will convene for two weeks to methodically and factually document constitutional abuses which have taken place over many years, across many administrations, every branch of government and both parties.   Delegates will consider specific non-violent, legal civic actions to stop the wrongs.

Citizens are invited to nominate delegates who have a “proven passion for the Constitution,” by visiting www.cc2009.us .  “Perhaps you know a great patriot who is a neighbor, a family member, or associate,” says Schulz.  Delegates will make their own way to Illinois, but room and board will be covered by donations.

Volunteers are busy securing polling places for Delegate Election Day, October 10, 2009. The election will be constitutionally valid using visible and transparent vote counting, an effort planners hope will eliminate the constitutionally invalid general electoral procedures currently in use.  Where polling places are not available, a mail-in ballot process will be offered.

To help finance the historic event, volunteers are planning a “Walk Down Main Street” campaign to visit local merchants in hometowns.  A .999 pure silver CC2009 commemorative round will be given for each donation of $100.00 or more. Planners are also seeking bigger donors they are calling the “patriotic, brave and wealthy” who “understand what Continental Congress can do for America.”

The decision to convene CC2009 comes after fourteen years of filing Petitions for Redress with the federal government for repeated violations of the Constitution by We The People Foundation for Constitutional Education, a national 501 c3 non-profit with headquarters in New York.  Schulz says The Right to petition was put in the First Amendment by the Founding Fathers, “who did not want Americans to ever again experience a situation where their individual rights or civil liberties were threatened.”  To date, this Right has never been recognized by the government nor defined in any court of law.  Schulz says it must now be used to hold elected officials accountable to the rest of the Constitution “which will shift the power from the government back to The People where it belongs.”

“Americans are waking up to the urgent need to stand strong for the Founding Principles and our Constitution, as every violation further devastates our economy and our way of life,” says Schulz.  “We all desire the same outcome: restoration of our Nation.  Continental Congress 2009 is the only strategy we see that is not political or partisan, does not rely on the electoral process, and can bring peaceful and legal solutions to our current situation.  We hope this effort can be the catalyst that brings the freedom-loving people of America together at this critical time,” he concludes.

LOCATION AND DATES ANNOUNCED
FOR MODERN-DAY CONTINENTAL CONGRESS

CITIZENS STEP UP TO MAKE HISTORIC RECORD,
SECURE CONSTITUTIONAL OBEDIENCE,
HOLD GOVERNMENT ACCOUNTABLE

WASHINGTON, D.C., AUGUST 11, 2009 – Constitutional activist Robert L. Schulz, chairman of We The People Foundation for Constitutional Education, Inc and We The People Congress, Inc, today announced plans to move forward with a Continental Congress, a national assembly of citizen-nominated and elected delegates representing The People of the fifty states and D.C., to convene from November 9 -22, 2009 at the Pheasant Run Conference Center in St. Charles, Illinois. Attendees will establish a formal historical record that documents, before a worldwide audience, the record of constitutional violations which have taken place over many years, crossing all branches of government and both political parties, and are devastating America.  Delegates will collaborate, debate and develop real-world strategies and civic actions to restore Constitutional obedience.  Continental Congress 2009 is to defend, not amend the current Constitution.

The decision to organize CC2009 comes on the heels of more than fourteen years of Petitioning the Government for Redress of repeated violations of the Constitution by Schulz and members of We The People Foundation, along with an increasing number of Americans who are demanding constitutional accountability from their government officials. Schulz has established a long and thorough legal record of those violations and government’s refusal to respond when obligated to do so under the accountability clause of the 1st Amendment -- the People’s CAPSTONE RIGHT.

Volunteer groups in each state are being organized to inform and invite citizen participation leading to the Continental Congress.  Delegates to the meeting will be elected from a national pool of American citizens required to have a proven passion for the Constitution.  Schulz and others associated with the event hope the seats will be filled with “America’s best” as constitutional scholars, authors, activists and champions of popular sovereignty, nominated by their fellow citizens.  Nominations are now taking place through the event’s “state pages” which can be found through www.givemeliberty.org or www.cc2009.us

Preparation is underway for a National Delegate Election to take place on Saturday October 10, 2009.  State coordinators and volunteer teams are in the process of identifying appropriate Voting Centers in all fifty states. The election will be significant in its constitutional validity, using visible and transparent vote counting, an effort planners hope will restore valid electoral procedures for elected office.

“Continental Congress is not a political or partisan event,” said Schulz.  “It is a rallying cry for Americans to step up and embrace the Gift given to us through our Declaration of Independence, our Constitution and Bill of Rights, documents which transcend politics, parties and personalities, if only we would obey them.  Each time we ignore the philosophy, principles and order of Rights which they represent, we suffer more,” he continued.  “Few Americans realize what our country would be like – in the most positive sense of the word – if we would fully embrace our Constitution. At this time in America, thousands of educational and civic-minded organizations have prepared templates for civic action. Continental Congress can be the catalyst to bring everyone together so our voice will be heard at this defining moment in our history.”

Liberty Banquet

August 14, 2009

Address by Robert L. Schulz

Chairman

We The People Foundation for

Constitutional Education, Inc.

Ladies and gentlemen:

It is a privilege to stand before you tonight to talk about our beloved America, our Constitution, about The Rights of Free Men and about a plan to bring our government back under the control of our constitution – a plan of and by and for the people – a plan called Continental Congress 2009.

Yes, there will be a Continental Congress in November of this year, not a Constitutional Convention, but a Continental Congress.  They are two very different things.

A Constitutional Convention is called by the state and federal governments for the purpose of amending the Constitution.

The upcoming Continental Congress is being called by The People, not to amend our Constitution, but to defend and restore the one we now have.

It is acknowledged by the Free People of America that The Creator gave to The People, through our Founding Fathers, the greatest governing documents ever given to mankind – our Declaration of Independence, our Constitution and our Bill of Rights.

It is no secret that America is the last bastion for Freedom on this earth.   We, The People of America have been entrusted to live by and protect these documents that show the pathway to freedom, not only for ourselves, but for all mankind.

Make no mistake, The Cause of America is still The Cause of the world, for the Lamp of Liberty was lit here, and nowhere else.

However, The Constitution of The United States of America is being violated.  It has been violated over many years, by many administrations, by every branch of government, by each party.

Today, these violations are increasing in number and severity.

We’ve heard about many of these violations during this conference.

Is it any wonder that we suffer?

For every violation of The Constitution, our nation is being undermined, our people compromised, our way and quality of life diminished - our society depraved and pauperized.

With confidence, I can say that all of our national suffering and distress would never have happened, had our elected officials obeyed our Constitution.

Consider just a few of the violations:

Meddling in the internal affairs of other countries without any constitutional authority whatsoever;

Undeclared wars in violation of the war powers clauses of Articles I and II;

The gifting and lending of public money and credit to private corporations for decidedly private purposes – bailouts – without any constitutional authority whatsoever;

A debt-based, fiat currency controlled by the Federal Reserve system, a cartel of private banks, all in violation of the money clauses of Article I;

Direct, un-apportioned taxes on labor in violation of the tax clauses of Article I;

Invasion of our privacy and a developing police state in violation of the privacy clauses of the Fourth Amendment;

Unenforced immigration laws in violation of that mandate, plainly worded in Article II, that requires the president to “faithfully execute the laws”;

A president who refuses every request to provide evidence that he is a natural born citizen, as Article Two of The Constitution requires.

The counting of our votes in secret, as all machines do, in violation of our constitutional right not only to vote but to know that our votes are being accurately counted;

Federal gun control laws that violate the Second Amendment of the Constitution;

And, on top of all this, we have government officials who are hell bent on transitioning America from a Constitutional Republic to a democracy.

They encourage us to rely exclusively on the electoral process to get us out of the mess we are in.   They say, in effect, if you don’t like what’s going on, vote for someone else.

Beware! To believe this is to fall right into the hands of those who would transition us from a Constitutional Republic to a democracy.

Yes, of course, we need a government.

Yes, of course, we want to elect those who would wield governmental power.

Yes, of course, we should all vote.

Yes, of course, we should all perform due diligence and vote for those who we believe will act to secure our individual, unalienable rights, as guaranteed by the Constitution.

However, to encourage people to rely exclusively on the electoral process – the promises and assurances of men, rather than the guarantees of the Constitution, is wrong and dangerous.

Our rights do not depend upon the will of any majority; not one more than half the number of people voting in our polling places, or in the halls of Congress or on the bench of the Supreme Court.

With respect, if someone leads you to believe that your only option is to rely on the electoral process, you are being misled.

Yes, we need to elect good people, and God Bless those who are now seeking office with a view to constitutional obedience!

But, above all, we, the people need to begin to look beyond the ballot box. We need to begin to hold our elected officials accountable to our Constitution-- regardless of their political stripes, or whether we voted for them.

We need to be better informed about our rights:  the specific restrictions, prohibitions and mandates that are meant to chain down these officials.

Freedom isn’t so much about the freedom to do something as it is about the freedom from wrongful government.

In addition, we need to be better informed about the disconnection between the acts of our elected officials and the specific provisions of the Constitution. We need to start connecting those dots.

Finally, it is imperative that the people be better informed about how to intelligently, rationally, professionally and non-violently hold government officials accountable to the Constitution, whenever they take one step outside the boundaries we have drawn around their power.

Every violation of the Constitution has a huge effect on our quality of life, our society, our economy.

All of its provisions are inextricably intertwined. The Constitution was meant to be construed in its entirety: it’s all part of a grand design.

When the current violations of The Constitution are viewed together, is it any wonder we are on the seeming brink of collapse?

Millions of people know there is something happening at this time that is very wrong. More and more, people are raising their voices and demanding to be heard, but do not know what they can do to stop the wrongs that are taking place.

We see people hurting and expressing their anger and frustration.

There is an energy building.  Where will it lead?

A solution is only as good as the definition of the problem.

Is there a practical and appropriate plan for The People to restore constitutional governance carried out in decency and good order?

Yes! That plan is Continental Congress 2009. A plan that is authorized by the last ten words of the First Amendment, otherwise known as the Accountability Clause.

The Founders knew all about human frailties, the love of money and power, and the natural tendencies of elected officials to turn away from the Constitution and their oaths of office in favor of re-election, personal riches and recognition.

The Founders knew this day would come.

They knew that all the Constitution’s guarantees were for naught unless the Constitution included an Accountability Clause – an unalienable right – a natural power of The People to claim and exercise, whenever they had evidence that any elected official was violating the Constitution.

They knew that any right that is not enforceable is not a right.

So, they included a provision -- a tool -- that the people could utilize to hold their government officials accountable to the rest of the Constitution.

The last ten words of our First Amendment is the Accountability Clause. It guarantees The Right of The People to petition the government to redress violations of the Constitution.

It is referred to by constitutional scholars as the Capstone Right – The Right that caps all others.

Think about it. What good is the Constitution if, when the government violates it, the people can’t hold them accountable, except by relying on the will of the majority, as if this was a democracy.

Make no mistake. As the historical context and purpose of the words demonstrate, The Founders included this guarantee to hold the government accountable as an absolutely necessary and critical element in the overall balance of power between the people and their elected government officials.

There are a total of five rights guaranteed by the First Amendment: worship, speech, press, assembly and the right for redress.

Unlike the first four, no court has ever declared the meaning of the Accountability Clause – the last ten words of the First Amendment.

Before Americans can truly say, "The God who has given us life has given us liberty," before the evolution of liberty can be said to be complete, one elusive milestone needs to be achieved: a clear and resounding demonstration of the power of the last ten words of the First Amendment – the individual's right to hold government officials accountable to the rest of the Constitution.

The result would be an enormous shift of power from the government back to the people where the ultimate power was meant to reside in the first place.

Claiming and exercising our power under the accountability clause is a five step process.

First, there has to be some evidence that the government is violating the Constitution.

Then, someone has to put together a formal Petition for Redress of the violation. This is legal document that cites a specific provision of the Constitution, a factual account of the acts of the government that violate that provision, and the remedy being sought.

Then, the petition must be formally served on the government officials, with proof of service.

Then, the government is obligated to respond. Silence is admission.

Finally, if the government does not respond, the people have the right of enforcement.

Fortunately, or unfortunately, depending on how you look at it, the We The People Foundation for Constitutional Education, a nationwide organization with the support of tens of thousands of people, has completed the first four steps of the process.

For the last fourteen years, we have been formally, legally, professionally, and peacefully petitioning the government in the wake of any and all of these violations, in an effort to stop the devastating effects each violation has on our people and our country.

The government’s answer has been silence.

What is the appropriate next step for a Free People?

Our years of petitioning, with no response, has produced not only a clear record of tyranny, but a plan for The People, one we believe will make the difference.

We are taking a page from the Founding Fathers’ play book.    A Continental Congress was convened in Philadelphia in 1774 when the colonies had spent eleven years petitioning their government based on violations of their rights and escalating grievances.

They did not go to Philadelphia in 1774 to separate and declare their independence from Great Britain.  They went there merely to discuss their grievances and to decide on a course of action.

It is time for us to do the same.

Continental Congress 2009 will be a national assembly convened Of The People, By The People, For The People, broadcast before the world, that will consider the mess we are in and how we got there;  look at the magnificent blessings we have been given through our Constitution; make a major historic record of the violations which have taken place and their effects on our people and nation; and then decide together what peaceful and legal means can be followed to restore constitutional obedience in America.

Continental Congress 2009 is not a political event.  Its delegates will be citizens, not elected officials.

State legislators will be invited to attend as observers, not participants, for it would be the ultimate conflict of interest to have elected officials as delegates to CC 2009, a Congress whose purpose it is to defend the supreme rule book that is designed to govern the behavior of our elected officials.

This is not a partisan plan.  Focusing on the Constitution clears away parties, politics, personalities and puts the focus where it should be and should have been all along.

Again, Continental Congress 2009 is not a Constitutional Convention.

Continental congress does not rely on the electoral process or the approval of the government in any way.

It will bring together all our freedom loving people to decide how best to hold our government accountable.

The dates are now set and the location decided, with planning well under way.

Three citizen-nominated and elected delegates representing The People from each state and the District of Columbia will gather for this national assembly from November 9-22 at the Pheasant Run Conference Center in St. Charles, Illinois.

Here will be established a formal historical record that will document and broadcast before a worldwide audience for all to hear, violations of the Constitution which have taken place over many years, crossing all branches of government and both political parties, which are devastating America.

The delegates will collaborate, debate and develop real-world strategies and civic actions to restore constitutional obedience.

It is a massive educational opportunity for the American people – a focused look at the magnificent document we have been given as the supreme governing law of our land -- combined with the ultimate civic action.

Please get involved. There is much to be done.

Time is of the essence.

We have a special web site through which you can click on your state and find out what is taking place there and join in!

Volunteer groups have been organized to inform, to encourage and to coordinate citizen participation leading to this historic event.

You can nominate a delegate from your state! Please do so as soon as possible.

Nominations are being taken through September 1, 2009.

Delegates will be elected from a national pool of American citizens required to have a proven passion for the Constitution.  It is our hope that the delegate seats will be filled by “America’s Best” as constitutional scholars, authors, activists and champions of popular sovereignty.

I look around the room tonight and say that every speaker at this conference and others should be delegates to Continental Congress 2009.

Preparation is underway for a national CC2009 Delegate Election Day to take place on Saturday, October 10, 2009.  State coordinators and volunteer teams are in the process of identifying appropriate voting centers in all fifty states and the District of Columbia.  This election is constitutionally valid, using visible and transparent vote counting.   We want to set a modern day example of electoral procedures that are constitutional in nature and extent.

In summary, Continental Congress 2009 is not a political or partisan event.  It is an opportunity for Americans to learn more about their Constitution; to be educated about its prohibitions, restrictions and mandates; to consider what America would be like if we followed it;  and to decide if that vision is important enough for the people to do what is necessary to embrace it.

Continental Congress can be the catalyst to bring everyone together so our voice will be heard at this defining moment in our history.

We invite every American who loves our Constitution and believes in our Founding Documents as the supreme governing law in our land, to be part of this historical event, a means through which our country can be restored and achieve its destiny.

The colonists of the American revolutionary days did not want to separate from the mother country – they did not want to go to war and break the ties with the continent from which most of them had come.

They were forced into it by the lack of response from their government of the day to their Petitions for Redress of grievances.  With each petition sent to the ruling authority of the time, King George and Parliament, the situation worsened until the Sons of Liberty were branded as traitors, a price put on their heads, and martial law enforced.  They were forced to take action.  They demanded no more than their just due, and would be satisfied with nothing less than they demanded.

That is why the Founding Fathers were so literal when they included in the Bill of Rights, The Right to Petition for Redress of violations of the Constitution.

They had just fought a long, drawn-out war of independence that had left them determined that any government they might form in the future would never take them down the same pathway where their natural rights and civil liberties would be endangered.

Just like the colonists of the day, we want to remain and be acknowledged as good law abiding citizens.

None of us are looking to be labeled as domestic terrorists bent on undermining the federal government.  How is it that those who would now arise in defense of our very foundation would find themselves considered a threat?

We shall not bow to fear.

As we come together, more and more, through our various paths and shared collaborations, our voices will be heard.

The records will be made, as it is here today. Our concerns will be addressed under the rights insured us by the constitution.

We are honor-bound as the succeeding generations of our forefathers, to be ever watchful that the governing body of laws contained in the constitution as written and adopted by them, are obeyed and followed.

May we never settle for anything less.

We who are gathered here tonight are following in the footsteps of those brave men of 1776, who found the courage to make a written record of the will of the people to be free.

They signed their names to the Declaration of Independence.

Now We The People of this day of 2009, have the opportunity to reaffirm our allegiance and dedication to The Principles contained in the Sacred Documents of The United States.

Through these, our right actions and intents, inspired by love for god and country and our fellow citizens, do we enter into this sacred ceremony to make a New Record for America.

I invite you to join me in what now follows, if you feel to do so, to carry on what began in the Federal Reserve Room at Jekyll Island in May of this year.

Judith and I will read the words of The Freedom Scroll.

It is our hope that the meaning of each word will go out into the ethers and travel onwards, silently entering the hearts and minds and feelings of our people, expanding outward to this world, awakening all to a New Day for Liberty.

Thank you.

While considering my involvement with WTP.ORG, I have to wonder why the first CC meeting is being held at such a lavish Resort & Spa.
In the midst of a campaign to raise $2 million, it just seems their could be a less expensive alternative for WTP.ORG, as well as the delegates that will be attending.
I await your response!

We visited and negotiated with Colonial Williamsburg, the Constitution Center in Philadelphia, the Valley Forge Conference Center, Olympia Conference Center in Wisconsin, the Queensbury Hotel , Fort William Henry in Lake George NY, the Ramada Inn and Conference Center in Denver, and a few others. We negotiated very attractive rates at Pheasant Run. In addition, we needed their 2 mbs upload capability and 100% back up power generation. In addition, their  combination of the 340 seat hi-tech ampitheater for the presentations by the constitutional scholars and the large rooms for the delegates’ deliberations, discussions and debates fit our needs very nicely. Chicago is a transportation hub, which was attractive as well.
I could go on, but believe me, we investigated many alternatives after we put out a call for recommendations.

Mr. Schultz (sic),
Thank you for your response. It seems due diligence was done, and the final decision was based on sound economics.
